About The Elbert County Communications Authority

The Elbert County Communications Authority (ECCA) exists to provide communications services to public safety agencies within Elbert County Colorado. ECCA was formed by intergovernmental agreement in 2010 in response to financial issues in the county which caused the county commissioners to close the county dispatch center. The served agencies determined it was in the public interest to outsource emergency dispatching to an adjacent county which had a large and modern regional dispatch center (Douglas County) and to form ECCA to manage that process and the communications facilities. ECCA succeeded the Elbert County Emergency Telephone Service Authority and serves as the 911 Authority for the county, collecting and utilizing E 9-1-1 service charges on public telephone services. ECCA succeeded the Elbert County Emergency Telephone Service Authority and serves as the 911 Authority for the county, collecting and utilizing E 9-1-1 service charges on public telephone services. It also built and maintains the communications infrastructure needed to for emergency agencies to communicate and for Douglas County Dispatch to dispatch them. ECCA is governed by a board of directors made up of representatives of all emergency agencies in the county (seven fire departments, three town police departments, the sheriff's office),a county commissioner and one citizen. That board meets quarterly. The monthly business of ECCA is performed by an Executive Committee (EC) which meets monthly. Meeting dates and times are posted at the county building in Kiowa and Elizabeth Police Department. The public documents section of this web site includes meeting agendas, minutes, budget and other information.
