Regulatory Consulting Services, LLC was founded in 2008 by Robert "Bob" Clements. Bob has thirty-one years of law enforcement experience where he earned the rank Lieutenant with the Idaho State Police. He has more than twenty years of complex regulatory experience, which included eleven years as the Alcohol Beverage Control Bureau Chief, two years... as field supervisor over hazardous material and commercial vehicle officers, and nine years as a hazardous material specialist. Bob served several years as an accident reconstruction specialist where he investigated and reconstructed countless crashes ranging from commercial vehicles to hazardous material spills, motorcycles to passenger vehicles, and pedestrians. He has also testified in both civil and criminal court as an expert witness as an authority in accident reconstruction. As the Bureau Chief of the Alcohol Beverage Control Bureau within the Idaho State Police for eleven years, Bob supervised the licensing and regulatory compliance of alcohol beverage laws and worked closely with industry representatives in drafting legislation and administrative rules relating to these laws. He has provided assistance in identifying the best practices for selling and dispensing alcoholic beverages within the regulations and supplied the most current seller and server training to the public. His routine research aided in giving accurate regulatory interpretations, and has brought him before various legislative committees to testify in regards to these interpretations and to respond to questions concerning regulatory issues. Also during that time, Bob served on the Regulatory Committee with the National Alcohol Beverage Control Association (NABCA), and has been recognized by the Office of Juvenile Justice Delinquency Program (OJJDB) for his effort to combat and reduce underage drinking.
