Management Computer Services, Inc. (MCS) is based in La Crosse, Wisconsin and has been a leader in housing authority software and support services for more than 40 years. MCS is a privately held company that stands on a long tradition of providing superior software and software support. Visual MCS was the primary software platform for many years. H... owever, Windows based software became obsolete so Visual MCS needed replacement. That is why the decision was made to develop a completely new software platform called PHA-Web. In 1999 MCS purchased the rights to CHAS software from a different software provider located in New England. In 2008 after 5 years of development PHA-Web was offered to the housing authority marketplace. As of 2013 over 240 housing authorities utilize PHA-Web as their housing management software solution.
