UPP Social

The UPP Social is a program executed by the City Hall of Rio de Janeiro and coordinated by the Pereira Passos Institute, an institution dedicated to producing data and knowledge about the city in order to support public management. The City Hall of Rio de Janeiro and ONU-Habitat, the United Nations Program for Human Settlements, signed in May 2011 a cooperation agreement for executing the UPP Social program. ONU-Habitat supports the Pereira Passos Institute in the global management of the program and in producing data, analyses and monitoring of each territory of the UPP Social. The alliance between the City Hall of Rio and ONU-Habitat allows the management of the UPP Social to benefit from the widely acknowledged expertise of the international organization in the issue of human settlements and urban management. 4. What are the objectives of the program? The UPP Social has three main objectives: to contribute to the consolidation of the pacifying process and promotion of local citizenship in the pacified territories; to promote urban, social and economic development in the territories; and to execute the full integration of these areas with the city as a whole. 5. Which communities are handled? All the communities benefiting from the Pacifying Police Units but for Manguinhos and Jacarezinho, where the program should shortly be installed.
