About Umatilla County Housing Authority

The Umatilla County Housing Authority was established December 13, 1949 under enabling legislation of the State of Oregon thus creating a political subdivision, a stand alone agency. We are not a taxing agency. A Board of five commissioners appointed by the Umatilla County commissioners governs the agency. Of these five Commissioners' one must be a tenant. Commissioner terms are for five years and all terms are staggered so that one term expires each year. Board officers are elected each year at the annual meeting in December. The Executive Director Stan Stradley acts as Secretary/Treasurer of the Board. The Housing Authority administers several federal programs for USDA Rural Development, Housing and Urban Development (HUD), and both Low Income Housing Tax Credits and Farmworker Housing tax credits that are issued by the Internal Revenue Service through the State of Oregon. Golden Manor, our 50-unit elderly/disabled apartment complex was opened in December 1970. Foxwood Apartments, formerly known as Dean Holmes Plaza, a 60-unit family Rural Development Project was opened in August of 1977.
