About Tobosa Developmental Services

In 1980, Tobosa initiated the first Supported Employment Program in Roswell and individualized who have previously been institutionalized, began to work in the community. Within two years, the first state institution to "deinstitutionalize" was Villa Solano and Tobosa was awarded a state contract to merge Villa Solano services and employees. This merger lead to Tobosa providing residential and early childhood services, in addition to the day services that it had been providing. In 1988, after much debate statewide, the New Mexico Medicaid Waiver begins funding individual services at Tobosa, allowing individuals to move into integrated community settings, including supported employment and assisted living. Three years later, Tobosa undergoes first national accreditation from the Commission on Accreditation of Rehabilitation Facilities (CARF). The Jackson Lawsuit, named after Walter Stephen Jackson, and filed after his near-poisoning, lead the state of New Mexico to reassure families on how individuals with developmental disabilities should be treated. "Client choice, Community Integration, Supported," individuals active in their community. By 1996, Tobosa had grown to 130 staff and more space was needed for this growing organization. A new administration building was built at 110 East Summit and plans for an early childhood facility began to take shape. By 2003, Los Pasitos, the new early childhood/child care center was completed, offering inclusive day care for typically developing children and for children at risk for disabilities. By 2004, Tobosa is nationally accredited by CARF and is serving 175 individuals, ranging in age from 0 to late 70s. By this point, the organization is offering early intervention, child care, adult day services, employment programs, respite, residential and home based services for person's with and at risk of developmental disabilities.
