Thomas Mifflin

Forgotten Founders 2004 & 2008 Thomas Mifflin of Pennsylvania was the Fifth United States in Congress Assembled President (USCA President), serving under the Articles of Confederation from November 3, 1783 until No... vember 2, 1784. Mifflin's Congressional session first convened at the Maryland State House in Annapolis on December 13, 1783 and concluded its business on June 3, 1784. Mifflin was born in Philadelphia on January 10, 1744. He graduated in 1760 from the College of Philadelphia (University of Pennsylvania). In 1772 he became a member of the Pennsylvania colonial Assembly, where he served until 1774. That year, Mifflin, Charles Thomson and Joseph Reed actively called for delegates to be appointed to a Continental Congress. Mifflin was chosen to attend the First Continental Congress in 1774 and the Second in 1775, both in Philadelphia, while Charles Thomson was selected to be the first (and only) Secretary of Congress, serving from 1774 until March 3, 1789. In 1775, the United Colonies Continental Congress created the Continental Army and commissioned Mifflin, who became General George Washingtons aide-de-camp. Later that year he was appointed by Washington to be the Armys first Quartermaster General. In late 1777 Mifflin was involved in the Conway Cabal controversy when he agreed with Brig. General Conways suggestion, in a letter to Congress, that General Horatio Gates should replace George Washington as Commander-in-Chief. Washington stayed, while Mifflin and Gates were discharged from their places on the congressional War Board in 1778. After the war, Mifflin returned to Congress in 1782. Mifflin was elected USCA President while Congress was in session at Princeton.
