NCBL also created an offshoot organization, called the National Network of Mine Victims (NNMV), which gives mine victims the opportunity to share their problems among each other and to learn from each other's activities, a basis from which they can lobby the government to support victims, build their ability to conduct activities within their own c... ommunities, and bring media awareness to the mine vicim issue in Nepal. Overall, NCBL's support for victims and disabled persons in Nepal has improved their confidence. Purna Shova Chitrakar remarked, "When they become victims, they lose everything, identity, role in family and community, and security in their livelihood. They feel happy that they receive our support." One of Nepal's objectives brought about by the national working group sessions was to introduce mainstreaming for livelihood services for persons with disabilities (including survivors) and ensure their inclusiveness and accessibility to have a dignified life by first researching available services and needs, and then conducting a national consultation seminar on the issue. For the participant and donor exchange portion on the last day of the seminar, Nepal met with UNICEF and Vietnam in the first half, and Myanmar in the second half to discuss the objectives generated from the national working group sessions. After discussing Nepal's objectives with UNICEF, it was decided that what needs to be addressed overall for Nepal to achieve the capacity to carry out their objectives is better inter-ministerial and District Police Office coordination and communication, stronger government support, and better accessibility in remote areas. After discussing the objectives with Vietnam, NCBL realized that we had a common objective under the livelihood element of victim assistance. Nepal's objective in particular largely focused on vocational trainings for mine victims and other persons with disabilities, whereas Vietnam's objective looked at seed money for start up businesses.
