State Enterprises Restructuring Agency

The State Enterprises Restructuring Agency (SERA) was established in 1999 as the then Privatisation Agency of Zimbabwe (PAZ) which was later transformed to SERA in 2004 to manage and coordinate the State Enterprises and Parastatals (SEPs) reform programme in Zimbabwe. This name change was necessitated by the need to focus on a holistic, broad based... public enterprises reform programme with privatisation as one of the restructuring policy options. SERA is a semi- autonomous, grant aided institution which was established through a SERA Constitutional Fund. It is worth noting that Government has reaffirmed its policy thrust on state enterprises reform, an initiative that has seen a surge on the demand of the SERA services. To be a center of excellence for SEPs reforms that will culminate in well performing SEPs contributing to the socio-economic development of the country.
