To this end, Shiloh specializes in developing a continuum of responses for senior citizens in the community, tailored to their functional status and aimed at promoting health, functioning, and quality of life. Shilo maintains extensive community ties in the city , with professional partners and community entities , including kindergartens , elementary and high schools , pre-military preparatory schools , research institutions, and more. Shilo is a public , independent , non-profit organization . The organization was founded in 1977 at the initiative of the Israeli Social Welfare Organization and the Welfare Department of the Municipality of Haifa . It is managed voluntarily by a board of directors and by professional management.
