Submit input and find out about planning events open to the public. As of November 9, 2020, the Portland City Council has adopted a new land use code under ReCode Phase I. Under the Council... order, the new code is effective as of December 1, 2020. ReCode Portland will create a new, unified development code to serve Portland for the 21st century. The new code will be more user-friendly, will advance the goals of the citys new Comprehensive Plan, Portlands Plan 2030 , and be better equipped to meet the myriad needs of the city in such areas as housing, design, preservation, conservation, the working waterfront, energy, and transportation. ReCode will be a multi-phased process. The first phase, Phase I, which concluded with the adoption of a new land use code in November of 2020, included new regulations for signs , updates to the accessory dwelling unit (ADU) and parking provisions, and an organizational restructuring of the land use code. Phase II is anticipated to begin in early 2021. The City held a series of community conversations to hear what works in the current code, what needs to be improved, and how the code could better meet the vision of Portlands Plan in Fall 2017 and early 2018. Based on public input, an analysis of the existing code, and best practices, the City will reorganize the existing code to streamline and simplify it.
