About RBWMO.org

A Board of Commissioners has been established as the governing body of the Richfield-Bloomington Watershed Management Organization (RBWMO). The Board of Commissioners is comprised of all City Council members in the cities of Richfield and Bloomington. Five members represent the City of Richfield and seven members represent the City of Bloomington . Richfield's Community Services Commission and Bloomington's Planning Commission serve as the RBWMO's Community Advisory Committee (CAC) for each member city. The CACs are designed to serve as the RBWMO's storm water advisory commission when storm water related issues come forward or projects are developed. The Richfield-Bloomington Watershed is located in the central portion of the Minneapolis-St. Paul seven county metropolitan area. The watershed covers 7.55 square miles and is located entirely within Hennepin County. Richfield has 4.25 square miles or 56% of the watershed area while Bloomington has 3.3 square miles or 43% of the watershed area. The Richfield-Bloomington Watershed Management Organization was formed on December 19, 1983, through a Joint Powers Agreement. Bylaws were adopted January 23, 1984. The RBWMO's purpose is to preserve and use natural water storage and retention systems within the Richfield-Bloomington Watershed to meet the purposes set forth in the Metropolitan Surface Water Management Act. The Board of Water and Soil Resources (BWSR) supports Minnesota's counties, watershed districts, and soil and water conservation districts that deliver water related land resource management projects and programs. In 2007, the BWSR set up a Performance Review and Assistance Program (PRAP) to systematically review the performance of these local units of government to ensure their effective operation.
