Public Management, Inc. has served the town of Liberty since 1982, and civic leaders have entrusted Public Management in the past to complete two comprehensive plans. In 2012, Liberty once again turned to Public Management to help realize a new vision for the future. The first steps in the process involved applying for, securing and overseeing gran... t funding from the Texas Community Development Block Grant (TxCDBG) program. Liberty was awarded $55,000 to subsidize the cost of the new comprehensive plan, and Public Management began work on the long-range planning initiative. Building on the previous comprehensive plan and other sources, the team updated the city's base map using ARC Geographic Information Systems (GIS) software. This enabled the team to visualize all other map graphics for the plan, including detailed updates to water and sewer systems. During the course of preparing these and other plan elements, Public Management and the City Public Works Department applied for and obtained Texas Water Development Board (TWDB) loans. With those funds, engineers prepared a scope of work d for a $10 million water system improvement project and a $10 million sanitary sewer system project. Public Management is serving as project manager for both initiatives. Going forward, city leaders will use the new plan for guidance to pursue other community goals-and to help facilitate economic development activities in line with Liberty's vision for the future. The Liberty 2015 Comprehensive Plan also includes 10- to 20-year projections for elements such as: housing, population, land use, economic development, street system, thoroughfares, wastewater system, water system, storm drainage system, open space and recreation, capital improvements and zoning ordinances.
