Staff are also located in in Argentina and Italy. Encore operates its network on a "carrier grade" platform utilizing advanced routing software. Encore is owned by Wayne Silver , a Professional Engineer with 30+ years experience. Wayne's integrity and track record is respected through-out the Industry and he is known world-wide for the two successful companies he was instrumental in building into large independent voice carriers. In 1994 to 2010 he co-founded Phonetime and was its CEO/President. Phonetime has grown into a publically traded company (TSX:TEL) that is one of the most respected Independent Carriers and his legacy there continues with the core team of people that once worked with him. From 2010 to 2013 he worked with the Carrier group at Nobel in Romania, where he lead the Business/Brand Development and trained/mentored their Staff. The Encore Team is a dynamic mix of Industry veterans and aggressive new talent. The HQ in Toronto is headed by Jennifer Tomlinson VP of Operations, with 20+ years of Industry experience Encore has its Americas office located Buenos Aires headed by Stan Gilkinson VP Americas, who has 30+ years of Industry experience. He previously was VP of Sales for C&W Jamaica and was a partner in a Barbados and Jamaican CLEC. J.P. Tripodoro who has worked in the South American market for 7 years joins Stan and is based in Buenos Aires. Our EMEA office and trading desk is based in Bucharest, Romania. Dragos Necula is the VP of EMEA, with 12+ years of Industry experience. After nearly a decade working with Nobel, Dragos brought his expertise to Encore to help build our team in Europe.
