PHL, Inc. is a not-for-profit Missouri corporation with Internal Revenue Service 501(c)(3) status as a public charity. Formed in February, 2005 by four businessmen from St. Louis and St. Charles counties, its creation was a direct response to a series of articles ( October 20, 2004 and October 21, 2004 ) in the St. Louis Post-Dispatch in which repo... rter Tom Wheatley chronicled the deplorable conditions of the football fields in the St. Louis Public Schools. PHL, Inc's goal is simple: repair, replace, purchase, improve, and build athletic facilities and equipment for public school districts in the St. Louis metropolitan area. Projects will be undertaken based on the need of the community and school district. Each project will include an on-going maintenance program - initially managed and operated by PHL, Inc for as long as five years - but eventually turned over to the controlling school district when the district is able to undertake the responsibility.
