The overall purpose of the PERB is to foster an orderly and constructive relationship between public employers and their employees. The PERB attempts to achieve this end by resolving labor disputes as an administrative body by enforcing the rights and duties contain... ed in the Public Employees Labor Relations Act and Title 3,Virgin Islands Code. The PERB constantly endeavors to improve public sector labor relations through other avenues, as well, particularly through training and consulting efforts. As such, the PERB is responsible for the screening and training of administrative hearing officers, mediators and arbitrators.
