One Connect

One Connect Limited is a pioneering £400m joint venture partnership established between Lancashire County Council and BT. It began operations on the 16 th May 2011 as one of the largest public - private partnerships in the United Kingdom. The Partnership is jointly owned by BT (60%) and Lancashire County Council (40%). It is governed by a Board of... ten Directors, two of whom are non executive directors. The Chairman of the Board is Tony Chanmugan who is the BT Group Finance Director. One Connect Limited has around 800 staff seconded to it from both Lancashire County Council and BT. This approach has the advantage of protecting employees and their current terms and conditions (eg. public sector pensions, leave entitlements). Secondment also helps to reduce both staff and trade union resistance. Particularly during the critical periods of negotiations, transition and 'day one'. It provides protection to the organisation in that its 'key asset' (staff), remain at the end of any contract and avoid the expense of TUPE (eg. pension bands, redundancy). One Connect Limited now enjoys a ten year contract (with a 5 year option to extend) with the County Council. The financial highlights of this contract include: Initially valued at £400million. Guaranteed upfront savings. Guaranteed procurement savings to the County Council. Higher performance levels of around £60million. Major transformation programme. Direct support to the County Council on its 'consequential savings'. A target of £100million has been set.
