OER Associates LLC is led by a team of six senior evaluators assisted by data analysts and data entry personnel. Senior evaluators include: Sue Pinzur Rasher, MEd, partner of OER Associates LLC, has 30 years experience in empirically-based evaluation research. She has conducted evaluation and research studies in the areas of early childhood education, K-12 education, adult education, bilingual education, family literacy programs, university teacher preparation programs, integration of technology into the school curriculum, reading, arts education, instrument reliability and validity, instrument development, public health, and service learning. She is extensively published and is widely recognized for her design of web-based systems to handle large quantities of data, and her rigorous attention to evaluation principles. She has a unique capability to respond to program staff needs in system design and to provide training to program staff to support evaluation efforts. Rodrigo Garreton, PhD, senior consultant to OER, earned his PHD in Educational Administration and Research from Miami University and has been designing and managing educational programs for 25 years. With OER, he has been involved in the design and implementation of systems to gather and analyze information for a variety of public and private sector clients in the areas of public health, bilingual education, technology in the schools, early childhood education, adult education, and family literacy. Dr. Garreton can effectively translate the needs of educational programs to persons skilled in the technical sector. His experience and creativity have been critical in the development of cost-effective and efficient stand-alone and web-based data gathering applications. Elizabeth M.
