At LVCT we are utilizing our experience and expertise to provide technical assistance to the National AIDS and STI Control Programme (NASCOP) to coordinate and mobilize partnerships with civil society and private sector to ensure achievement of Kenya's Universal Access targets - 80% coverage of HIV testing by 2011. The development of standards for HIV testing and counseling through providing Secretariat support and technical expertise for developing the National HTC Guidelines, the national HTC training curriculum, the national Home-Based HTC operational manual and the National Quality Assurance Strategy for HTC services. The implementation of a national roadmap to attaining universal access of correct knowledge of HIV status. The support for accelerated HTC campaigns. For the HTC campaigns in 2007, 2008 and 2009, LVCT delivered 100% refresher training for community HTC service provider, Quality Assurance/Control for the campaigns and was part of the national planning team. A technical report in 2007 provided a basis for national planning for 2008 and 2009. LVCT is the primary partner in the G-Jue 1 million campaign for youth HIV testing. Secretariat support to the NASCOP led HTC Technical Working Group that provides direction and oversight, ensure harmonization, and coordinates national level monitoring of HTC programmes (HBTC, PITC, Outreach HTC) and system strengthening functions (Quality Assurance, HTC provider training, standards development). LVCT supports indirect service delivery through capacity development and facilitates sub-granting for 32 19 community based and faith based organizations implementing HIV testing and counseling (HTC) implementing partners.
