Linear Projects

Linear Projects, Inc. (Linear Projects) was founded in February 2005 by principal Clayton Doherty, MLA. Linear Projects' first project was to serve as a subcontractor to Photo Science, Inc., a full-service geospatial solutions company then involved in assisting Louisville Gas and Electric and Kentucky Utilities (LG&E-KU) with project mapping for th... e proposed Mill Creek-Hardin County 345 kV Transmission Line southwest of Louisville. Since about 11 miles of the project crossed Ft. Knox Military Reservation, Linear Projects was asked to prepare an environmental assessment (EA) meeting the requirements of Department of the Army environmental policies. Linear Projects managed the various environmental surveys needed to prepare an adequate EA and, together with LG&E-KU staff, met with federal and state agencies to identify and address concerns about the project. Linear Projects' EA for the granting of the easement crossing Ft. Knox was approved with the signing of a Finding of No Significant Impact (FONSI) in November 2006. In addition to preparing the environmental assessment, Linear Projects also prepared a siting study documenting that LG&E-KU's preferred and alternate routes were reasonable and avoided wasteful duplication. This siting study was part of the utilities' submittal to Kentucky's Public Service Commission (KPSC) requesting a Certificate of Public Convenience and Necessity (CPCN). The CPCN process involved both written and verbal testimony before the KPSC, which granted the CPCN in May 2006. Linear Projects also developed a construction access plan and a set of clearing specifications for LG&E-KU that would meet the goals and expectations of Ft. Knox' long-term land management plan.
