Information Systems Laboratories (ISL) is an employee-owned technology development corporation that provides expert research, complex analysis, software and systems engineering, advanced hardware design and development, and high-quality specialty fabrication for a global customer base. Founded in April 1982 by John Don Carlos in Vienna, Virginia, ISL began as a sole proprietorship focused on high-end signal processing research and development. This early focus laid the foundation for what is now the Surveillance and Advanced Sensor Technologies division. From its inception, ISL has been committed to developing innovative solutions for otherwise intractable problems. The company has created and adapted analysis tools, signal processing algorithms, unique antenna array designs, and computer simulations to demonstrate concept feasibility and support system development. ISLs scientists and engineers have conducted field experiments to resolve key phenomenological questions and provide critical design data. These efforts have resulted in the design and prototyping of surveillance, communications, and signal intercept systemsoften incorporating adaptive signal processing techniques. In 1996, ISL launched a major expansion initiative aimed at leveraging the companys strong reputation and leading-edge Information Age technologies developed during its first 14 years. A central component of this plan was transitioning from a founder-owned corporation to an employee-owned enterprise. Over 95% of the companys stock, initially held by the founder, was redistributed among ISL employees.
