Over the past 30 years Greenville has invested heavily in its downtown, riverfront, and its park system - all contributing to an exceptional quality of life that has led to significant growth in population and jobs. Since 2000, Greenvilles population has grown by more than 25%. As as result of this growth, open space and vacant land has been consum... ed at a rapid rate, housing affordability has become an issue, especially for low-to-moderate income workers, and roadways have become congested. These impacts have raised questions regarding how Greenville has been growing and if it continues to grow, should it do things differently. Ingalls Planning & Design and czb were hired by the City of Greenville to develop a new comprehensive plan. The Planning Team has been working with a steering committee of local stakeholders to facilitate a 6 phase planning process. Community engagement was included in all phases and resulted in more than 7,000 people participating. Following a deep dive cost benefit analysis, and the evaluation of the tradeoffs associated with multiple growth scenarios, three priorities emerged; open space, affordable housing, and mobility. The draft plan - released for public review in December 2020 - outlines a decision-making framework for future growth along with desired outcomes and actions for the three priority areas.
