HMTS began operation in September 1989 for the primary business purpose of providing quality specimen collections for drug testing to those organizations regulated by federally mandated programs. Since that time HMTS has expanded its services to include all the components of federally mandated programs as well as programs specifically tailored to the needs of non-mandated private companies. HMTS based its philosophy of providing superior and personalized service on the training its owner received at the Baylor College of Medicine while conducting research studies for pharmaceutical companies. These studies required compliance with very stringent and precise Federal Drug Administration (FDA) regulations which included Chain-of-Custody for specimen collection. he Corporate philosophy of HMTS encompasses the sensitivity, serious nature and potential repercussions of drug and alcohol testing at a level which far exceeds the practices generally followed in this field today.
