FOSTA was established by Economic Development Board, Singapore Piling Pte Ltd and Dr Dennis Song in Nov 2004. It started with R&D in fibre optic sensors and structural health monitoring. Dr Song graduated from Imperial College in structural engineering in 1993 and worked as a research engineer and a senior manager in the then-Singapore Institute of... Standards and Industrial Research and PWD, respectively, for a total of 10 years prior to becoming the founding director of FOSTA. The Company had several hundred staff, comprising engineers, technical and administration staff, in December 2016. The Company is equipped with a full range of soil investigation rigs and in-situ test apparatus for both land and marine settings, geotechnical instruments and monitoring equipment for building and underground LTA tunnels, and one-stop service for structural health monitoring from sensor design to proprietary software for SHM analysis. FOSTA is registered under BCA site investigation works (CR15) and is a licensed specialist builder with certifications of ISO quality, environment, health safety and SAC-SINGLAS. Through its hundreds of private projects and LTA MRT projects involving tens of millions of dollars, FOSTA is now firmly grounded as one of the leading independent instrumentation monitoring contractors (IMC) in Singapore.
