Since 2007 FIFA has invested approximately US$15 million in the development of FIFA TMS to support the improvement of transfer operations for football's stakeholders. FIFA TMS has now successfully delivered against the first two objectives: The International Transfer Matching System and service to Professional Football Clubs and Member Associations went live in 2008 The TMS service became mandatory for all international transfers of professional male players within the scope of eleven-a-side football in 2010 when the FIFA Executive Committee validated the "FIFA Regulations on the Status and Transfer of Players" and Annexe III. 2. What is the TMS (Transfer Matching System) Service ? In simple terms, TMS is an online platform that manages all international transfers of male professional football players (11-a-side). In order for a player to transfer cross-border to play professional football, the player's new club and his previous club have to submit certain information and documentation into the TMS. Only when this information is complete and cross-checked for accuracy, will the TMS generate an International Transfer Certificate (ITC, see Question 3) which permits the transfer of the player's registration from one country (member association) to another.
