Docklands Light Railway

It is now over ten years since the Docklands Light Railway first opened. In that time we have seen the expansion of the system to Bank and to Beckton. The Lewisham extension, our latest development, is a major Public Private Partnership project and a model for future schemes. Since April 1997, the operation and maintenance of the Docklands Light Railway has been run on a seven year franchise by Docklands Rail Management Limited (DRML), a private sector company, but the railway remains firmly in public ownership with DLR Ltd - a holding company - acting as guardian, planning its future for regeneration and generally protecting the long term interests of passengers and the taxpayer. Considerable regeneration has already been achieved in East London, but much remains to be done. With this in mind, DLR Ltd, commissioned an "Horizon Study" to review possible extensions as part of a ten year strategy for the railway. One of the main recommendations of that report was that an extension to serve the Southern Royal Docks and London City Airport would have considerable transport and regeneration benefits and should be pursued as soon as possible. In June 1998, the Deputy Prime Minister gave the go ahead for DLR Ltd to work up a project leading to an application, in late 1999, for Powers to construct the line under the Transport & Works Act.
