The second thread relates to the need to understand the environment, assess the risks, and plan to manage those risks, whether through avoidance, transfer, acceptance, or mitigation and reduction strategies. Disaster and emergency response planning is a dynamic process aimed at identifying, prioritising and mitigating inherent risks and improving an organisations ability to respond to and recover from an emergency. Emergency response planning enables the development and implementation of organisational policies and procedures as well as the designation of emergency teams to be deployed in the event of an incident. Although planning is a critical component, it is only one of several links in the chain of effective emergency preparedness and response. Training, conducting drills and engaging external stakeholders who will be called upon to assist in an emergency are equally important components. In today's climate, organisations should not rely solely on emergency services. This is particularly true of major incidents or disasters, when communication is hampered, emergency service resources are limited and response may be delayed.
