CTA-CDE is a subsidiary of Capital Trust Agency, Inc. (CTA), a nonprofit financing agency with a long track record of creating and facilitating innovative financing programs. This corporation was created through an interlocal agreement between the city of Gulf Breeze, FL and the town of Century, FL. CTA's story dates back to 1985 when the city of G... ulf Breeze implemented its first financing program offering loans to over 100 small municipal and nonprofit agencies, funded by a $500 million publicly offered bond issue. Due to the unprecedented success of the 1985 program, a second program was created in 1995 that offered small loans at below-market rates to smaller municipal agencies and nonprofits; the economies of scale afforded by pooling borrowers and the floating interest rates in the loans generated some of the lowest cost of funds available anywhere in Florida at that time. By 1999, the City of Gulf Breeze determined that the bond programs were becoming such a significant portion of daily operations that a separate agency was needed in order to provide full-time oversight, and to expand its mission to serve low income communities. As a result, Capital Trust Agency was born. Since its inception in 1999, CTA has structured and issued more than $2 billion in tax-exempt bonds for a variety of projects. CTA established additional programs for the purpose of financing many types of projects for small public agencies, private nonprofit organizations, and private developers of housing and other projects that contribute to the growth of the Florida economy. These programs have financed (a) university and student housing facilities, (b) charitable and privately owned affordable housing projects, (c) commercial projects that improved the economic conditions of the State, (d) cargo-handling facilities at major Florida ports and airports, and (e) redevelopment of economically distressed communities, including Indian tribes for projects located on tribal land.
