The Manager is hired by and works under the direction of a five-member Board of Directors and reports to them on a monthly basis. As background, the CID is a paid-out, single-purpose, Bureau of Reclamation Project, formed and governed by the New Mexico State Statutes. CID is located in Carlsbad, NM in the Pecos River Valley in southeastern New Mexi... co. The Manager directs the activities of CID's 30 personnel in administering, operating and maintaining the water storage, delivery and the facilities of the Project. In addition, the Manager is responsible for contractual operation and maintenance on three BOR dams on the Pecos River. The Manager provides a recommended annual operating budget for approval by the Board. The Manager represents CID on federal, state and local levels. The Manager works on operation and contractual matters on a continual basic with the U.S. Bureau of Reclamation, the New Mexico State Engineer, the New Mexico Interstate Stream Commission, the U.S. Fish and Wildlife Service, the New Mexico State Game and Fish Department, the Pecos River Commission, and other federal and state agencies as necessary. The successful applicant must have superior oral and written communication skills and a demonstrated ability to interact effectively on behalf of the District and to stress the value of protecting the Project's water rights the District's operation authorities and proving service to its members. The applicant must have a working knowledge of the operations of an irrigation district and project a positive image of the organization and able to stress the value of irrigated agriculture. Salary is commensurate with the applicant's qualifications and experience to be negotiated with the Board ($75-100,000).
