Ms. Guard has earned a reputation for excellent communication, working collaboratively with... owners and design teams, and providing innovative design and high-quality construction documents. CAPITAL is proud to be a woman-owned business, and is certified in the State of Oregon as a Woman-owned Business Enterprise (WBE), Disadvantaged Business Enterprise (DBE) and an Emerging Small Business (ESB); certification #9193. CAPITAL has offices in Eugene and Portland, and includes a stellar team of three licensed civil engineers, a designer, and administrative staff. We have a great rapport with local jurisdictions and local and franchise utility companies. Our work includes both public and private sector projects, with clients ranging from architects and developers, to contractors and municipalities.
