Its founders saw a rising future in the telecommunications industry and had faith in the potential capabilities of community's residents to achieve the skills necessary to compete for jobs in that area. As a result, the founders established a comprehensive job training and education program to support neighborhood-based partnerships to train and em... ploy low-income minority group members in high skill, high wage telecommunications trades. Capital Commitment's mission is to bring basic telecommunications knowledge and skills to the residents of the Hampton Roads area by establishing and funding training facilities and curricula to teach individuals skills necessary to secure employment and business opportunities in the telecommunications industry resulting from the massive upgrading that is currently underway. The purpose of Capital Commitment's job training program is to increase the overall participation, and capacity for participation of community members in this industry.
