Scott Nordheimer
Senior Advisor, Urban Atlantic Scott Nordheimer has been involved in public-private finance for over 40 years. He was a pioneer in the first generations of affordable housing mixed finance and was involved in the formation of the first CMBS loans for condominiums. Mr. Nordheimer's career started with the Foundation for Cooperative Housing. Over the following decades, he ran a development and investment company with a portfolio including over 13,000 condos, 4,000 apartment units, five hotels and 600,000 square feet of commercial office. Mr. Nordheimer holds a BA in Political Science from Parsons College and is a former instructor of real estate development at the Harvard School of Business.

Scott Nordheimer Senior Advisor, Urban Atlantic (UEA parent company) Bio.Scott Nordheimer has been involved in the field of public-private finance for over 40 years. He was a pioneer in the first generations of affordable housing mixed-finance through the U.S. Dept. of Housing & Urban Development and was involved the formation of the first CMBS loans for condominium end loans prior to the creation of Fannie Mae CMBS. As a Senior Advisor to Urban Atlantic over the past decade, Mr. Nordheimer has been instrumental in the creation and implementation of successful new business ventures and activities including HOPE VI projects, low income tax credit transactions and new service activities. He led the mixed-finance public housing redevelopment project that served as the model for the HOPE VI program and has since structured mixed-financing for Urban Atlantic’s 8 HOPE VI redevelopments. Mr. Nordheimer is an innovator in maximizing the potential of public finance tools to leverage community revitalization, including Low Income Housing Tax Credits, New Markets Tax Credits, tax-based financing including Payment-in-Lieu-of-Taxes (PILOT), HUD mortgage programs, tax-exempt bonds, Build America Bonds and multiple federal, state and local community development grant programs. In recent years, Mr. Nordheimer has spearheaded Urban Atlantic’s energy sector ventures, building on his mixed-finance expertise to create new models for energy finance and green jobs development. He has worked with the District of Columbia to create the Energy Finance Administration model patterned after the success of state housing finance agencies, assisting in the PACE finance legislation and the District’s proposal to the U.S. Dept. of Energy for PACE seed funding. He is a highly sought-after speaker on energy finance at the national level, including engagements with the Urban Land Institute and the Coalition for Nonprofit Housing and Economic Development. Mr. Nordheimer serves on the National Energy Finance Task Force convened by the Center for American Progress, which has advised the major money center banks, pension funds, DOE, HUD, Treasury and Fannie Mae on energy improvements financing. Mr. Nordheimer's career started with the Foundation for Cooperative Housing, where he was responsible for the development of low income housing cooperatives.
