Tony L. DedmondEarned Value Management Training InstructorTony L. Dedmond is an Instructor for Acquisition Solutions Training InstituteÔ, responsible for training personnel to optimize their potential and helping organizations excel in meeting their goals and objectives through the use of earned value management.Students benefit from Tony's 23 years of military service and his 12 years with Federal/Defense contractors.Tony is an exceptionally effective instructor who can use his extensive training, in-depth education, and hands-on, multi-level practical experience in acquisition, business development, program management, and solving tough problems, to the student's advantage. For Acquisition Solutions, Tony's primary role is in the Department of Homeland Security sector serving consulting clients at the Federal Emergency Management Agency (FEMA).Tony helped modify the generic Essential Elements of Earned Value Management Course for the FEMA Map Modernization organization into a 4-hour executive course and a 2-day user's course.He then arranged for and taught these modified courses at FEMA's Washington, D.C., headquarters and at each of FEMA's 10 Regional Centers across the country. Prior to joining Acquisition Solutions, Tony was the Program Manager of a vehicle-mounted intelligence system, which was very important to the conduct of military operations in both Iraq and Afghanistan, for a division of Titan/L-3 Communications.He was dual-titled as the Director of Army Business Development in San Diego, California, and Greenbelt, Maryland, with the same company.Before that, Tony was the Director of North American Army Programs for Racal Communications/Thales, a major international defense contractor based in Alexandria, Virginia.In that capacity, he worked with Thales' program and project managers from around the world to identify world-class Defense products that could be competitive in the U.S. market.In addition, Tony spent three years as a Marketing Manager and Director of Marketing for Tracor/BAE, an Austin, Texas-based Defense contractor in its Lansdale, Pennsylvania facility.He managed more than 50 people in a business development team matrix that included the program manager, contract administrators, manufacturing personnel and engineers, and he oversaw a budget of approximately $500,000. Tony began his career as an Armor Officer in the U.S. Army, but he changed careers within the military twice.The first time was to become a pilot, where he flew helicopters and commanded aviation units in Fort Lewis, Washington; the Republic of South Korea; and Schofield Barracks, Hawaii.In 1985, Tony made his second career change to acquisition.He attended the Army's Materiel Acquisition Management Course and was assigned as the Project Director for the Army Laser Eye Protection Program.This $1.8 billion project was instrumental in providing protection against lasers for all Army direct view optics.Tony attended the Army Staff Management Course and the Army Command and General Staff College prior to becoming the Chairman of a Directed Energy Warfare Working Group of Experts for NATO in Brussels, Belgium, and Director of the Joint Technical Coordinating Group on Aircraft Survivability in Naval Air Systems Command.Tony is a graduate of the Defense Systems Management College (DSMC) Program Management Course. Tony's military experience included working in the Pentagon for the Assistant Secretary of the Army for Acquisition, Logistics and Technology as the Executive Assistant to the Deputy for Systems Management, who had responsibility for all Army acquisitions.He was responsible for aviation programs that annually exceeded $1 billion in budget authority.He managed the daily actions of 14 military and civilian staff officers in interactions with Congress and senior military officials, and his staff exceeded Department of the Army standards by 15% for on-time staff actions and concise, accurate reporting during two different internal audits.Because of his results-oriented focus and exceptional management skills, Tony secured approvals from acquisition authorities to move the Comanche (RAH-66) helicopter into advanced development ($200 million) and to move the Suite of Integrated Radar Frequency Countermeasures program into the engineering manufacturing development phase. Tony has a Bachelor of Science degree in Engineering from the U.S. Military Academy at West Point, New York.As noted above, he is a graduate of the Army Materiel Acquisition Management (MAM) Course, the Army Command and General Staff College (C&GSC), the Army Management Staff College (AMSC) and the Defense Systems Management College (DSMC), Program Management Course.
