Kevin Armstrong
Mr. Kevin Armstrong retired from the United States Agency For International Development in 2015 where he served as the USAID/Benin Mission Director and Chargé D'affaires (acting Ambassador). In Benin he was responsible for U.S. Foreign Assistance with a $38 million budget and 40 US and local employees. Mr. Armstrong employed vision, set annual objectives and medium-term strategies to motivate and empower senior and local staff to promote morale and productivity. He directed programs in malaria, maternal and child health (MCH), HIV/AIDS, health care logistics, business development and women's empowerment, reduction of corruption, empowering trade and fostering economic growth. Prior to his Benin assignment, he served as the USAID/Deputy Director to Mozambique where he co-directed $300 million in program funding and co-led a 300-person team, one of the largest program in USAID worldwide. In addition, he has held senior leadership positions in Brazil and Russia. Mr. Armstrong speaks fluent Spanish, Portuguese, and French, and conversational in Russian. He received a presidential appointment to the Senior Foreign Service of the US Government in 2010. Mr Armstrong completed his Master of Administrative Science and Master of Science in Public Health from Johns Hopkins Bloomberg School of Public Health, and his Bachelor of Science, in Psychology/Biology from the University of San Francisco.
