John Archer has been promoted from DSRSD Interim Financial Services Manager to Administrative Services Manager, a new position that will oversee financial services, human resources, customer service, and information systems. John Archer has a long track record of managing the District's complex budget and financial affairs. Archer joined DSRSD in May 2002 as Accounting Supervisor. In 2013, he was named Interim Financial Services Manager, with responsibility for accounting, rate studies, budgets, long-term planning, customer service and billing, and information technology. Previously Chief Financial Officer for a toy manufacturer, Archer has 35 years of experience in finance and became licensed as a Certified Public Accountant in Louisiana. He earned a bachelor's degree in accounting from Spring Hill College, Mobile, Alabama.

Mr. John Archer with DSRSD referred to the Zone 7 Water Rate Structure Review which was Item 8 in their recent DSRSD/Pleasanton Liaison Committee.
The item highlighted the proposed modifications to Zone 7's current rate structure and reserve policy and the Retailer's position of support as outlined. He stated that DSRSD will be implementing a new rate and will notice this change under Proposition 218 procedures. He suggested they may pass it through as a variable component.

Mr. John Archer with Dublin San Ramon Services District (DSRSD) thanked Zone 7 staff.
He expressed support for reserves in general. After looking at their own reserves, DSRSD realizes we are all in the same boat. They had to raise rates in FY 2012-13 to make their own reserves healthier. He suggested two to three years to replenish reserves. Mr. John Archer with DSRSD expressed appreciation to Zone 7 staff for listening to retailer's comments and opinions. DSRSD supports using the two-year rolling average usage. He reiterated that DSRSD understands Zone 7's need to have fixed costs, but added that if DSRSD adds that on to their already high fixed costs, this would put them up to 38%. He asked for flexibility in passing these costs through.
