Gary Cochenour, ODOT production administrator for District 9 said there is a time frame.
"The District has been in contact with the city of Portsmouth, and they are trying to obtain money by borrowing or bonding. But they have to find out if what they want to do is legal. If they get the word that they can borrow the money then the project will be let back out for advertising to the contractor," Cochenour said. "Our goal is, hopefully, the Scioto County court system will let us know something in about three to four months. At that time, we will have the project ready to go. It probably won't happen this construction season, but our goal is that we would like to have everything ready for this spring, early in the construction season next year." Cochenour said the project would be financed through three funding sources - ODOT District 9, the Small Cities Fund and the city of Portsmouth. Cochenour said the plans were completed and it was listed as out for advertising to the contractor, but the city of Portsmouth was unable to come up with their required portion of funding for that project. So the project had to be deferred. "At this time, the project is shelved or on hold until the city of Portsmouth can obtain their funding," Cochenour said.

Gary Cochenour, project manager of the Ohio Department of Transportation, and Ralph Kline of the Ironton-Lawrence County Community Action Organization gave updates on the still-unfunded, $140 million Chesapeake Bypass and a 2012 timetable on the reconstruction of the Ironton-Russell Bridge which now is funded in part by ODOT's major bridge program.
Cochenour said in total Lawrence County received nearly $20 million worth of construction projects for fiscal year 2009.
