This notice goes out to Zamboanga City's 2nd Congressional District Congressman, Erbie A. Fabian , regarding HIS understanding, interpretation and implementation of The Philippine Constitution Law concerning the creation of the required 3rd Congressional District of Zamboanga City.
Zamboanga's Congresswoman Maria Isabelle G. Climaco of the 1st Congressional District has already initiated her due diligence in authoring a Bill proposal for the creation of the 3rd Congressional District that was presented to Congressman Fabian for his signature as "co-authors" of the Bill, as unified Representatives of Zamboanga City, last Tuesday, 2/17/2009, but Fabian has turned it down according to published report . Erbie, you better not be responsible for causing this illegal process to happen again!

Fabian seeks brgys nod on third district creation

District 2 Congressman Erbie A. Fabian said on Tuesday (2/17/2009) that he will still ask the different barangay councils under his district to pass a resolution on whether or not they are in favor of the creation of a third legislative district in the city before affixing his signature and become the co-author with District 1 Congresswoman Beng Climaco of a bill on such creation.
The resolutions from the 61 barangays under District 2 would form part of Fabian's series of consultations that he is going to conduct in the coming days. Initially, Fabian said he already talked to some barangay officials in the east coast who gave different views on the issue. • Sta. When Fabian visited Curuan and Sangali recently, barangay council members thereat verbally expressed their objection to the creation of the third district. However, Fabian revealed that there are also some barangays in his district where many residents strongly favor the creation of a third district citing among others, the benefits would bring to the city. Based on records, barangays in the second district are enjoying Fabian's projects on health, infrastructure, sports development, education and livelihood projects for the jobless. Early this week, Fabian refused to sign a proposed bill on the third district creation that was presented to him by Climaco. Fabian said he needs to conduct more consultations and information dissemination regarding the issue. I'm not against it. If I find out that majority of the local residents welcome such proposal. I would be the first one to file the bill in Congress," Fabian said. Besides, Fabian explained it will take years before such proposed bill will be approved in Congress.
