In a letter this week to John Kuppermann, owner of Smith Restaurant Supply, state Department of Transportation Regional Director Carl F. Ford said that DOT could partner with the city of Syracuse to remove benches under I-81 and I-690 near Kuppermann's business.
Cuomo's office forwarded the email to Ford. That can't legally be done, said Ford. "There is no legal basis for doing so because the area in question is open to the general public," Ford wrote. "The health issues (bodily functions creating unsanitary conditions) and safety issues (harassment of passers-by and panhandling) are police matters; it is the responsibility of the Syracuse Police Department to uphold the law of the community." Removing the benches "should help in ridding the area of this problem," Ford wrote.
