According to Bob Ellery, contractor and president of Bay City Boiler, maintenance work will have to be done as well as adding air pollution control measures.
Bay City Boiler, out of Hayward, Calif., is the power plant consultant. Work will include installing a new cooling tower because Ellery said SPI took the old one down, adding a continuous emission monitor, installing an improved over-fire system to reduce carbon monoxide and adding a selective non-catalytic reduction system for nitrous oxide emissions. Ellery said the work will take about six months to complete. According to Moore and Ellery, staring the biomass portion of the plant will also be beneficial to Susanville's economy. During the public hearing Ellery gave a presentation including the history, plans and benefits of re-opening the plant. Ellery said the project will create 35 jobs for construction, 25 permanent jobs and 18 to 20 fuel-related jobs. He also said it will also create more business for Susanville as HENRI LLC will be buying water, sewer and natural gas from the community and local businesses can provide materials

Ellery, owner of Bay City Boiler & Engineering Co. in Hayward, is planning the $85 million project with Stephen Endsley, a real estate investor and retired cardiologist in Modesto. Ellery said the plant would reduce the amount of wood left on orchard floors, where it releases methane, an especially potent climate-changing gas. The plant would get an average of about 50 truckloads of chips a day, Ellery said. The volume would vary by season, increasing as trees are pruned in winter, he said.
