    Superior Court Judge Dan Oki's ruling addressed whether the city had a conflict of interest, but did not clearly say that a conflict was avoided.

    "It appears that the plaintiff has demonstrated that some actions taken by the City Council have been in the interest of some political contributors," Oki wrote in his ruling.

    Oki wasn't making a ruling on whether or not the city had violated the law, but on whether there was enough proof of a violation, she said.

    "The court didn't make an evaluation on the substance, the court simply found that the burden wasn't met," she said, and wrote, "Judge Oki never made any statement or ruling that the City did not violate (conflict of interest laws)."
