Led and owned by Sal Incandela , the team debuted in 1991 as Regency Racing in Indy Lights with David Kudrave driving.While the team only competed in two races that season , they returned with Kudrave for the entire 1992 season.Adding the word Indy to the official team name , Indy Regency Racing then spent its two seasons in Champ Car competition before returning to Indy Lights in 1996 following a one-year hiatus.
Former Japanese Formula 3 driver Hideki Noda signed on for the full Indy Lights season and earned a career-best finish of third for both team and driver at Toronto in 1996.The partnership continued in the 1997 season , and it proved to be a fruitful one , with Noda taking his and the team's first win in the rain at Portland in addition to third at Vancouver.

Sal Incandela was raised and educated in France and Switzerland where he attended Technical University in Annecy , France , and Technical University in Geneva , Switzerland.He discovered race cars at an early age and now has amassed over 30 years of racing experience.His first professional experiences came as a mechanic in European Formula 3 and Formula 2 competition in the late 1960s.He became a chief mechanic soon after that and filled that capacity for several premier teams from all around the world before becoming a team owner with Regency in 1991.
Among the notable groups he has worked with were the Surtees , Shadow , Matra and McLaren Formula One teams , and he was part of James Hunt's World Championship effort with McLaren in 1976.He later moved to Toleman in 1980 and then played a part in another Formula One World Championship in 1983 with Brabham and Nelson Piquet.
In early 1985 , Incandela and his family moved to the United States to work in CART with the Truesport Team , where he was involved in three race victories and four pole positions with Bobby Rahal driving.The following year he joined Dick Simon Racing where he was team manager , crew chief , and chief mechanic with drivers Raul Boesel , Dick Simon and Chip Robinson.Later in the 1980s , he helped the Arciero Racing Team capture Rookie of the Year honors with Canadian driver John Jones.The following year , he joined Vince Granatelli Racing , winning several races and poles and finishing second in the Indianapolis 500 with driver Roberto Guerrero.
In 1991 , he formed Regency Racing , which competed in the Indy Lights Series until 1993 when the name was changed to Indy Regency Racing to reflect the jump to the CART series.The team came back to the Indy Lights series in 1996 , winning three races since the return.

Incandela resides in Indianapolis with his wife Lesley and his three children – Daniel ( 28 ) , Chantal ( 21 ) and Stephanie ( 18 ).Lesley is a part owner and the team administrator while Stephanie is a team coordinator and the public relations representative.
