    The Peace Accords in Guatemala - A Five-Year Assessment: CCIC's Americas Policy Group (APG) and Rights and Democracy are hosting a public forum with Ms. Raquel Zelaya, Executive Director of the Asociación de Investigación y Estudios Sociales (ASIES) and Former Secretary of the Secretariat for Peace (SEPAZ). The event will take place on Wednesday 6 February, 2002 at 2:30pm in the Senate Boardroom, 6th Floor, Robertson Hall at Carleton University, 1125 Colonel By Drive, Ottawa. Guatemala is at a crucial and delicate time for the advancement of democracy and human rights. Although some progress has occurred since the signing of the Peace Accords in 1996, the pace of implementation has slowed considerably since 2000. There has been little advanced with respect to the strengthening of state institutions, nor have the necessary structural transformations in society and the economy begun. Guatemalan civil society actors are critical of the current state of progress and are now advancing proposals to relaunch the process. Ms. Zelaya will discuss the current state of implementation of the Peace Accords and the proposals emerging from civil society for reactivation of the agreements.
