The children, in effect, would be institutionalized, said Terri Zelasco, legislative chairwoman for Texas State Foster Parents Inc. and a foster parent-turned-adoptive parent.

It's not that the group homes aren't warm and loving, she said, but it's not the same as having a family, even if it's just a single parent.

"You don't have to be married to be a family.Our foster children have been well taken care of in single-parent homes as well as dual-parent homes," she said.
