I came up with answers to these questions from the documentation provided at the meeting, presentations at the business meeting, and private discussion with Dave Edwards, the executive director, Jayne Abrate, JNCL-NCLIS president, Cynthia Wierzbicki, policy advisor for the organization, Becky Kline, long-time delegate, past president of the group, and president of NECTFL, and Nancy Zelasko, also a long-time delegate and director of the National Clearinghouse for English Language Acquisition at George Washington University.

It appears that Dave Edwards is a sought-after advisor for the people on Capitol Hill concerned with language legislation, e.g., Senators Christopher Dodd (Conn.), Ted Cochran (Miss.), and Daniel Akaka (Ha.), and Congressmen Rush Holt (Mich.). Nancy Zelasko of George Washington University told me that it's "good for the little organizations" to be affiliated with JNCL, as it increases their clout.

[‡] Nancy Zelasko of the National Clearinghouse for English Language Acquisition assures me, however, that Dave Edwards "gets it" when it comes to bilingual education and minority language rights, and these issues have been prominent in JNCL's efforts in the past.
