   Dale Zehner, acting chief operating officer of Virginia Railway Express in Woodbridge, Va., for the past nine months, became the new VRE chief executive officer on June 1.He succeeded Pete Sklannik, who now serves Trinity Railway Express in Dallas/Fort Worth as chief operating officer.
   
   Prior to joining VRE in 1995, Zehner served 24 years in the U.S. Navy, retiring as a captain.He held numerous progressive management positions in ship and shore assignments in San Francisco, San Diego, Spain, and Washington, with areas of expertise including logistics, accounting, and financial system design.
   
   VRE hired Zehner as manager of budget and finance, and was subsequently promoted to director of planning, customer service, marketing and public relations.In January 2002, the operations board established the position of assistant chief operating officer and elevated Zehner to that post, which he held until taking over the full operation late last year.
