  Kern County Sheriff Donny Youngblood has a plan to beef up his gang unit starting this summer, but Youngblood says more get-tough action will come before that.
  
  Thursday night, some 500 East Bakersfield residents met with Youngblood demanding more work to clean up their neighborhood.In the gang response plan the new sheriff unveiled this week -- the department will start adding to the gang unit this summer when officers are shifted out of Tehachapi.
  
  But Youngblood told Eyewitness News increased response to gangs will start before summer.
  
  "I'm not going to go into any strategic plan or any deployment plan that we might do today, tomorrow or next year," says Youngblood.

  On Jan. 22, the FBI announced that Sheriff Donny Youngblood is one of two chief law enforcement executives from California, selected to attend the FBI National Executive Institute (NEI). NEI consists of three one-week sessions spread over several months.
  
  The NEI began in 1976 and more than 500 executives have graduated. The three sessions will be held at Quantico, Va., Sydney Australia, and in Pennsylvania.
