    Sean Young, a spokesman for Hershey Medical Center, said he expects the facility to open April 1, and is needed to address a local shortage of beds for people with severe mental illness.

    He said the federal Equal Employment Opportunity Commission reviewed the case at length, including through fact-finding conferences.

    The EEOC, Young said, found no probable cause to suggest anything illegal happened.
