    Allan Young was settling in to his new role at Gloucester Shire Council last week, taking up the position of general manager.

    Mr Young has joined council after a three year stint as chief executive officer at Balonne Shire, based around the Queensland town of St George.

    Prior to that Mr Young had almost 10 years at Crows Nest Shire (on the edge of Toowoomba), eight years at Inverell Shire Council, and 19 years with North West County Council based at Inverell.

    Balonne Shire has a population similar to Gloucester Shire, around 5000, but the similarities end there.It covers some 31,000 square kilometres, Gloucester is one tenth of that area; irrigation is a major industry with irrigated cotton and small cropping specialists ranging from rockmelons to table grapes.

    There is also broadacre farming focusing on both cattle and sheep.

    Mr Young said while the drought had hit the region hard the community was continuing to move forward with the council continuing to guide growth in the area's economy and oversee the development of new infrastructure.

    He said it was time to move on, and when he saw the ad for the position in Gloucester, that was the impetus needed.

    "I knew Gloucester from my days in NSW," he said.

    Mr Young said with the local government election just days away his appointment prior to the September 13 poll would give him time to settle in before the new council was inducted.

    "I'm in the chair prior to the new council, and we'll all have to find our way together, " he said.

    Mr Young said his transition into the position was being smoothed by council's staff.

    "I've got wonderful staff with a wealth of knowledge and skills, with the ability to provide me with guidance," he said.

    He said he was looking forward to working with the new council to get the best results for the community.

    Allan Young has been appointed general manager of Gloucester Shire Council.

    Mr Young is currently CEO of Balonne Shire Council, centred around St George, in Queensland, which is a rural service town of 2,000 and has a shire population of 5,000.

    He will commence duties on September 1, 2008.

    Mr Young and his wife Rhonda will be relocating to Gloucester late in August.

    Gloucester Shire Council’s general manager Allan Young said while the report “virtually indicates that Gloucester can’t stand alone†the future of who will provide Gloucester’s services is still unclear.

    The report, handed down earlier this year, was an independent panel’s report on an Inquiry into Secure and Sustainable Urban Water and Sewerage Services for non-metropolitan NSW.

    Mr Young said it is his view that the endeavour of the report is aimed at making water and sewer self-funding.

    One of the options identified in the report is for MidCoast Water to take on the responsibilities of water and sewerage for Gloucester, while another option was for a regional council group to be created.

    Mr Young said, as a result, council has been engaged in talks with neighbouring councils, including a group of North Coast councils which has looked at a regional approach to water and sewer operations.

    Council lodged a further submission with the state government expressing it’s preferences for the future of the shire’s water and sewer operations last Friday.

    Mr Young said while Gloucester’s preference, as indicated to the state government, is to continue to stand alone, if that isn’t allowed, council would prefer to join a broader based, council owned, regional water corporation.

    “Our stance hasn’t changed, it is still our view that a council owned regional water corporation would be the best option, acknowledging that there’s no likelihood of (Gloucester) standing alone,†Mr Young said.

    While the uncertainty continues over the future operations of water and sewer council is continuing to push ahead with its plans for the upgrade of services to Barrington.

    Mr Young said it is council’s priority for this work to occur.

    He said council will fight to get the best deal for local consumers while the debate over who will run the water and sewer operations continues.

    In a boost in the local employement market General Manager Allan Young said council has advertised for three trainee plant operators as well as a position for an engineering cadetship and is hopeful the positions will be filled by local students about to enter the workforce.

    “We want o grow our local talent,†he said.

    Mr Young said three plant operator positions are part of council’s succession planning to cater for a number of retirements from its depot workforce in coming years.

    He said council has found a suitable training provider to work with the new recruits who will provide additional off-site training for the staff over and above the on-the-job training provided by council.

    In addition to the three trainee positions council has also advertised a vacancy for an engineering cadetship.

    Mr Young said he is hoping to find someone from the local area keen to take on the position and combine working with council with studying for their engineering degree.

    “We may be able to get someone keen to do engineering from the local market, “ he said.

    General Manager Allan Young said councillors will be kept up to date with what is happening.

    “Nothing could have prevented what appears to have transpired,†he said.

    “We are managing ratepayers money, we are genuinely concerned about future shocks from financial markets,†he said.
