The duck-watching opportunities will make up for the extra waterside paving, said Terry Yonker, Buffalo Ornithological Society president.
"There is going to be an acre or whatever of asphalt there where there normally wouldn't be, but access and educational opportunities will be created as well," Yonker said. That spot on the river becomes home to thousands of ducks in the winter, including mergansers and canvasbacks, he said, providing observation opportunities unparallelled in Western New York.
Yonker acknowledged that there is already a waterfront parking lot a half mile away from the proposed waterfowl viewing area, at the intakes for the Niagara Power Project. There is also a new path running the length of the river, including directly past the proposed site.
But the duck-watching season is from late October through January, often accompanied by subfreezing temperatures.
