    ASM Constitutional Committee Chair Jeff Wright discusses some last-minute changes to the bylaws Tuesday at the Student Activities Center.

    Wright added the bylaws were created in "good faith" to address concerns from groups outside of ASM that questioned the setup of the government proposed in the new constitution.

    "It was our attempt to give people a clue on how the government would get up and running," Wright said.

    According to Constitutional Committee Chair Jeff Wright, bylaws guiding the proposed executive committees were considerably limited at Tuesday's meeting.

    The executive committee would not have the power to affect the budgeting process of the finance or appropriations committees, for example, and would have no say in General Students Services Fund's administration or budget expenditure.

    The new bylaws also forbid the executive board from reallocating over $200 without senate approval and cannot interfere with "essential duties of elected ASM officials," Wright said.

    "We decided the senate would operate under a more streamlined process," Wright added.

    In addition, students will have more opportunities to voice their opinions on items of consideration, according to Wright.

    "We hope this allows for more participation throughout the meetings rather than only having time to speak at the very beginning," Wright said.

    Alright, so this is a debate between Chynna Haas of the Campus Women's Center and Jeff Wright of ASM and the Constitutional Committee.

    First thing to notice before I get into this: The vote is next week - Feb 23 and 24. Now, the opening statements went by before I could actually get this up and running, so I'll summarize brief points there: Jeff Wright emphasizes the point that ASM doesn't really have any effectiveness right now (either in elections or governance) and that this would.

    These changes are efforts to create a more effective and efficient University of Wisconsin student government, according to Jeff Wright, Constitutional Committee chair.

    ASM Constitutional Committee Chair Jeff Wright said ASM seeks to establish a positive relationship with graduate students and hopes to receive input and advice on vital student issues.

    "This is part of an overall effort to perform better outreach to a greater part of campus, because in the past, we haven't had the strongest relations with the graduate student body," Wright said.

    According to Wright, the number of voiced perspectives offered by graduate students has declined in recent years, but those involved hope to reignite their interests and contributions.

    The declaration of change comes on the heels of the poorly attended "State of the ASM" address, which College of Letters and Science representative and Shared Governance Committee Chair Jeff Wright said was "indicative of larger systemic issues that we are having with student government right now."

    Only three members of the media and six ASM members attended the State of the ASM address.

    In the statement, the representatives-elect acknowledge what they see as ASM's failures, including "to execute specific and unified campaigns that address issues of higher education," "to seek appropriate input from the student body on its campaigns and services" and to "provide a viable forum to discuss and address current issues affecting the campus."

    "We want to send the message to students that many members know the problem and that we are taking steps to address the issues," Wright said."The release was a declaration of our commitment to changing the way student government functions."

    The 15th-session council members have outlined a plan to initiate a presidential system, which they hope would help student government to be more accountable to the students.

    "We need leaders appointed by students that are accountable to students," Wright said.

    The representatives-elect also want to create a press office to handle ASM's public relations, a plan that Wright said is very important.

    "This year we have been pretty absent, and I would like to see a stronger relationship (between ASM and) the media and then the media to the students," Wright said.

    Jeff Wright, chair of the ASM Constitutional Committee, said the committee wanted to ensure all of the groups concerns were heard.
